Individuals buy £3m of shares in co-operative wind farms

The investment, generated by 607 individual investors, has been hailed as a vote of confidence in the co-operative model and a signal of the appetite for alternative investments while bank interest rates remain low.


Applications for the £2.7m of shares available in The Spirit of Lanarkshire (SOL) Wind Energy Co-operative totalled £2,975,671 when the offer closed on March 20.



Those shares will now be allocated, with priority given to residents of South Lanarkshire and then the surrounding areas.


The shares will effectively give local people the chance to secure 5% stakes in two wind farms, developed and operated by Falck Renewables Wind.


The co-operative has so far provided £1m of funding to the Nutberry wind farm, near Coalburn, which has been generating income from shareholders since November.


A further £1.7m will invested in the West Browncastle wind farm, near Strathven, with the stake due to be secured on May 18.


The South Lanarkshire project represents the fifth and largest wind energy co-operative to be organised by Energy4All in Scotland.


With annual returns of 8.5% being enjoyed by investors in the first four since 2009, Energy4All said its co-operative model offers a genuine alternative for savers.


Regional development manager Paul Phare said: “It’s amazing, it’s far more than we were expecting.


“To have had a target of £2.7m and to exceed it shows the appetite for this kind of investment.”


The Nutberry wind farm, which is now generating electricity, will ultimately host six 2.5 megawatt (MW) turbines, while West Browncastle, to the west of Strathven, will have 12 2.5 MW machines. The latter is due to begin producing electricity in April.


Mr Phare, who sits on the board of the SOL co-operative, explained the campaign to attract investment initially targeted South Lanarkshire residents with local press and Facebook advertising. It was then widened out to areas bordering on South Lanarkshire such as East Ayrshire, Scottish Borders and North Lanarkshire.


Potential investors were given the chance to visit wind farms and to attend roadshows, which were held in towns such as Bothwell, Strathven and Coalburn.


Mr Phare said the minimum investment is set at £250, with the maximum limit fixed at £20,000 “so you don’t get a few individuals benefiting”.


The policy of prioritising local investors means anyone from outside South Lanarkshire and its surrounding areas who wishes to invest £5000 will not be able to commit the full amount to the co-op.


The co-op said it intends to repay members’ original investment after 25 years, but members may be able to withdraw their capital on request before then.


Mr Phare noted co-op members will have the opportunity at annual meetings to vote for the profits to be returned to shareholders on a “one member one vote basis – it doesn’t matter how much you invest”.


But he said experience at other co-ops set up by Energy4All shows that members often vote to invest profits in local community projects, such as the installation of solar panels in schools.


Mr Phare added that the model chimes with a key objective of the UK government’s community energy strategy, which seeks to build on the 5000 community energy projects already in place.

President Jimmy Carter first shined the light on solar panels for many Americans. In 1977, he installed them on the White House and provided incentives for solar energy companies. A year later, solar panels popped up on calculators, prompting legions of children to cover their fingers over the panels to magically turn on and off their electronic abacuses.


At that time, world production of photovoltaic cells exceeded 500 kW, or about enough energy to power a home for several weeks.



Despite the somewhat limited productions, panels started popping up on houses. But the technology didn’t develop fast enough for power-hungry consumers. President Ronald Reagan removed the panels from 1600 Pennsylvania Ave. a decade later, and ones that remained on homes baked in the sunlight without producing any noticeable benefits.


Solar technology has come a long way since those days. Its efficiency is light years ahead of where it was 30 years ago. Schools, governments and other businesses are readily embracing it to help power their establishments and warm their water, even as traditional utilities companies are still trying to figure out how to integrate solar into their power grids.


South Carolina appears to be on the verge of moving a bill through that is intended to make the use of solar power more accessible for homeowners, businesses and schools.


The legislation would make it easier for solar companies to lease sun panels to people at what solar backers say will be more affordable prices. Other states have adopted similar measures, as the upfront costs to installing a solar panel system — in the neighborhood of $20,000 per home — has been a deterrent.


In addition, the bill would raise a cap that limits the use of sun panels that are hooked to a utility’s power grid. The cap will rise from 100 kilowatts to 1 megawatt.


South Carolina has been slow to adopt alternative energy sources, in part because the state remains a leader in nuclear power. Roughly half of the state’s electrical power needs are already furnished by the state’s four nuclear plants, including the H.B. Robinson Plant in Hartsville.


We all know that nuclear peril is a very real thing. The human cost from the 1986 Chernobyl event in Belarus is still being calculated. Solar, meanwhile, is safe. It is renewable, unlike the finite amount of coal, oil and natural gas on the planet. It also doesn’t create deadly nuclear waste.


The appeal of solar energy cannot be ignored. But neither should it be overstated. Even with its advances, solar is still a bit in the distance, as are its other green brethren. Even the rosiest projections for wind, solar, geothermal and other more-appealing energy sources do not show them making any appreciable dent in our nation’s growing appetite for energy.


The most efficient solar cells convert approximately 40 percent of sunshine to energy, and many fall below that threshold. And what about when the sun goes down? South Carolinians surely want that air conditioning to continue running through those summer storms.


For the time being, nuclear is still the best alternative to fossil fuels when it comes to power generation. Nuclear is “clean” in terms of point-of-generation pollution, it is relatively cheap and it depends upon a plentiful resource that’s readily available in, or to, the United States.


But we are glad to see South Carolina getting behind solar, and with what appears to be support from utilities, consumer watch agencies and conservation groups. That’s key. The state had garnered a rap of not being friendly to green energy, primarily because of the resistance from power companies and the state’s continued emphasis on nuclear energy.


Solar wasn’t ready for prime time in 1977. But in 2027? It might very well be, so the state needs to be helping its residents and businesses with those transitions now.


Supplementing the nation’s power grid is a very real need, and more efforts to incorporate green, renewable sources are a step in the right direction for South Carolina.

“You would actually help your allergies if, rather than leave your AC off, you should turn it on a fan only mode, because then those filters are going to be pulling that stuff out,” said Dr. Greg Krempl, an ear nose and throat doctor at OU Medical Center.


Krempl says other ways to keep your home Allergy-free are:


-Shower at night, so you don’t bring any dust or pollen to bed


-Change clothes after you garden or do yard work


-Keep coats and boots by the door


-Vacuum regularly or consider getting hardwood or tile floors


-Wash your pets more frequently or keep them outside


-Change or check your air filters every month.


“It’s really the only filter that we have, it’s your only way to clear that stuff out of your house, it is important to keeping your home both dust-free and allergy free,” Krempl said. “If you put in a filtration system, you won’t see a change overnight. It will take at least 30 times for it to turn it over, and you have to make sure your vacuum also has a filter on it.”


The best remedy is to just stay indoors, but that’s impossible for many. Doctors say there is also a very effective nasal spray called Nasacort that is now available over the counter, which helps stop runny noses and decongestion for 24 hours.

Vestas Wind Needs to 'Crack the Code of China,' Chairman Says

Vestas Wind Systems A/S (VWS) wants to gain market share in China, where almost half of last year’s new wind turbines were installed, Chairman Bert Nordberg said.


The Danish wind turbine manufacturer, the world’s biggest, wants to be the “indisputable global leader,” Nordberg said late yesterday in an interview from Aarhus. He identified South Africa, Vietnam, Thailand and the Philippines as markets where the company is weak and can take market share, and he said China also represents a challenge.


“We need to crack the code of China,” Nordberg said. “We’re pretty weak in China, but we have to make money. Otherwise there’s no use in doing the business.”


China is attractive because more than a quarter of global wind capacity is installed there and it took 45 percent of last year’s market. At the same time, foreign manufacturers have struggled to grab share due to low prices and competition from domestic companies. That’s changing, said Justin Wu, a wind power analyst at Bloomberg New Energy Finance in Hong Kong.


“The Chinese wind market is quite different now than it was a couple of years ago — it’s maturing a lot,” Wu said in a phone interview. Developers are “caring more about quality and project performance now. It’s not all about up-front costs.”


Even so, turbines are selling in China for about 500,000 euros ($690,000) to 600,000 euros a megawatt, compared to 900,000 euros outside China, Wu said. That’s made it hard for Western manufacturers such as Vestas, General Electric Co. and Gamesa Corp. Tecnologica SA to grab share.


Chinese Share


Vestas was the top-ranked foreign turbine maker in the Chinese market last year, Wu said, citing Chinese Wind Energy Association figures. The Danish turbine maker came 11th, taking 3.2 percent of the market, while Gamesa came 16th and GE 19th. Both had less than 2 percent. China’s Xinjiang Goldwind Science & Technology Co., Guodian United Power Technology Co. and China Ming Yang Wind Power Group had the biggest shares.


Vestas has installed close to 1-in-5 of the world’s wind turbines, a proportion that drops to lower than 1-in-20 in China, where it has installed 4,312 megawatts of machines. China had about 91,000 megawatts of turbines at the end of 2013, or 29 percent of the world’s 318,000 megawatts according to figures last month from the Global Wind Energy Council.


China installed 16,100 megawatts last year, 45 percent of the global total of 35,500 megawatts and five times the next biggest market, Germany.


At the end of last year, Vestas had three turbines totaling 6 megawatts erected in Vietnam and 20 devices totaling 33 megawatts in the Philippines, according to company figures. It last installed machines in those nations in 2011 and 2008. In Thailand, it’s only ever installed one machine, rated at less than a megawatt, in 1996.


“Vietnam, Thailand and Philippines are good markets with good winds and ideas to grow,” Nordberg said. “There are a number of markets where we will invest to gain market share.”


In South Africa, another market identified by Nordberg as a growth target, the Danish manufacturer has installed 39 devices totaling 69 megawatts.

Legislators Heed Solar Sector's Clarion Call To Modify ITC


If several recently introduced legislative bills give any indication, Congress has heard the call from solar energy advocates to modify the investment tax credit (ITC).


The ITC, which expires Dec. 31, 2016, currently pays a credit of 30% for qualifying projects. If no changes are made, the credit shrinks to 10% in 2017.


In recent months, both the House and Senate have introduced legislation that not only calls for an ITC extension but also stipulates that solar projects should qualify for the tax incentive based on when they start, as opposed to when they are placed into service.


On Feb. 6, Sens. Dean Heller, R-Nev., and Michael Bennett, D-Colo., co-sponsored the Renewable Energy Parity Act of 2014, which would allow developers to qualify for the ITC if projects are under construction before the credit’s expiration date, rather than having to wait until those projects are completed and in service.


In a March 11 letter to Senate leadership, Sen. Jeff Merkley, D-Ore., along with 27 U.S. senators, wrote, “Many solar projects are already unable to make use of the ITC, even though it expires almost three years from now. That is because completing the planning, development, permitting and construction of larger projects takes many years.”


The senators also note that utility-scale solar energy projects often require four to six years from start to finish, therefore there may not be ample time left before the ITC expires:


“As a result of this long development cycle, utility-scale developers are already beginning to find it difficult to attract investors willing to invest billions of dollars on projects because of the risk that they will not be completed and placed in service before the end of 2016.”


According to the Solar Energy Industries Association (SEIA), applying the “commence construction” standard across the renewable energy sector would lead to the installation of an additional 4 GW of solar capacity in 2017 and 2018, and would create tens of thousands of additional domestic jobs.


A similar change in definition status was added last year when the production tax credit was retroactively extended on Jan. 2, 2013. The tweak, which allows wind projects to qualify for a $0.023/kWh of electricity generated before Dec. 31, 2015, is believed to have buffeted wind energy development.


Similar legislation has already been introduced in the House of Representatives.


In August, Rep. Paul Clark, R-Calif., introduced H.R. 3017, the Renewable Energy Construction and Investment Parity Act of 2013, which also extends the energy tax credit to solar energy, fuel cell, microturbine, combined heat and power systems, small wind energy, and thermal energy properties – the construction of which begins before Jan. 1, 2017.


Last November, the House introduced H.R. 2502, The Renewable Energy Parity Act of 2013, which would change the current placed-in-service requirement for the section 48 ITC to a commence-construction standard, allowing for a more efficient utilization of the ITC.


While the ITC push appears to be gaining traction – as evidenced by the support of House and Senate Republicans – sources express doubt that any of the bills by themselves could pass, given the grid-locked Congress.


However, a provision contained in H.R. 3017 provides a ray of hope, explains John Marciano, partner at law firm Chadbourne & Parke, noting that the bill includes a provision to use the sale of crude helium under the Helium Act to fund an ITC extension. He says the “pay-for” makes H.R. 3017 an ideal candidate for passage in comparison to the other pieces of legislation.


Just the same, notes Ken Johnson, SEIA spokesperson, the bills “send a clear signal to Congressional leadership that this is an important issue that needs to be addressed.”

Incumbent, radio chief, advocate vie for Vermilion County Board

HOOPESTON — A local radio station manager and an advocate of tighter restrictions on local wind farms are challenging one of the newer Vermilion County Board members in Tuesday’s Republican primary.


For the last few years, Darrell Cambron of rural Rankin has attended most monthly meetings of the Vermilion County Board, lobbying for wind farm ordinance changes. On Tuesday, Cambron faces incumbent Todd Johnson of Rossville and a Hoopeston alderman, Larry Baughn, in the Republican primary for District 1.


Two of the three will move on to the general election in November. There are two seats open in District 1, which includes Hoopeston, Rossville, Rankin and Henning.


Johnson, who has been a board member since 2010, is seeking his third term. The other District 1 incumbent, Chris Leigh, R-Hoopeston, decided not to run again.


Cambron said he is not a one-issue candidate and has been involved in various issues in the county through the years. He has asked the county board to increase the distance a wind turbine must be from a house or other primary structures.


“I have a strong interest in all the issues that face District 1,” said Cambron, who was involved in stopping a large factory farm from locating near Rankin, as well as a medical waste incinerator. Cambron, a Vermilion County native, said people in the community have always approached him for help on issues. He said that makes him a strong candidate for the county board.


Baughn said he’s open-minded about wind farm development and is not on one side of the fence or the other. Johnson said he supports wind energy, but he does not believe the county’s wind ordinance should be etched in stone.


Baughn, who was elected last year to the Hoopeston City Council, said he has always had an interest in politics and has watched local issues closely. He believes it’s time for younger people to step up to serve.


“I’m not running on any certain agenda by any means, just to listen and serve all the people,” said Baughn, adding that he works and raises his family in the county, so he’s vested in the area and wants to make it a better place. “Let’s just try to move Vermilion County in a positive direction.”


Johnson said that after three years on the county board, he’s through the initial learning curve. He believes the biggest issue the county must address is infrastructure. He said the county enjoyed a six-year period without a property tax increase, but that came with some costs, like a leaky roof on the Vermilion County Courthouse that caused damage inside the building.


That building is undergoing repairs now, but Johnson said it’s his responsibility as a board member to leave the county in a better place for the next generation. He said his youth and energy are strengths, and he wants to work with members of both parties. Johnson said he knows the everyday challenges of raising a family and making ends meet.


Baughn said most people he talks to in District 1 are concerned about tax increases. He said the county needs to maintain its reserves so it doesn’t need to raise rates.


Cambron said the economy has always been crucial for Vermilion County, and the county government must show fiscal responsibility and hold the line on tax increases. He said the board should discuss a zoning system for the county.


“I feel I do have a pulse on what a lot of people do go through,” he said.


Baughn said infrastructure and public safety are also important issues in the county.

Alstom bags wind turbine supply order in South Korea

Alstom has bagged its first wind-turbine order from South Korea-based GS Electrical Power & Services to supply and install turbines for the 30MW Gimnyeong wind farm located in Jeju Island.

As per the contract, Alstom will supply and supervise the installation and commissioning of 10 units of the ECO 110 onshore wind turbines, each with an output of 3MW.


The wind project is slated to be operational by 2014 and will support Korea’s target to increase the nation’s renewable energy portfolio.


Alstom senior vice president wind Yves Rannou said, “It is an honor to be a part of Korea’s dedication to increasing its renewable energy footprint and to help the country to reach the goal to grow its wind capacity to over 20% of all capacity by 2027.


“This opportunity is significant for Alstom as it will represent our first Wind Power contract in the Korean market.”


South Korea has recently increased its focus on renewable energy in an effort to diversify its energy sources and raise the production of domestic energy.

Letter: SB208 lets Rocky Mountain Power overcharge solar users


I am writing to protest SB208, which would charge alternative energy producers for using Rocky Mountain Power’s net metering. We have solar panels that produce energy during the day when it is more expensive. We then use the cheaper night-time energy.


Rocky Mountain Power is profiting from our solar energy and we are paying all the surcharges already — so why add an additional monthly fee?


We also pay into Rocky Mountain Power’s monthly Blue Sky Program, which is supposed to promote renewable energy development. SB208 appears to be in direct contradiction to this program. So what gives?


If Rocky Mountain Power really wanted to help the poor pay their utility bills, they shouldn’t be charging people who are doing their best to save energy. They should charge the larger energy consumers. They also should actively help the poor upgrade their homes so that they won’t need to use as much energy.


Utah and Rocky Mountain Power should be promoting alternative energy sources and conservation because that is the future. Or was SB208 created to discourage renewable energy production and conservation in order to justify building a new coal-fired power plant?
