State Seeks its Due for Energy

BHUBANESWAR:One of the major contributors to the National Clean Energy Fund (NCEF), the State has demanded its due share from the national kitty for promotion of renewable energy generation.


 The Centre has been collecting a cess of `50 per tonne of coal produced or imported from the year 2000 for research and development of clean energy technology. Union Finance Minister Arun Jaitey enhanced the cess to `100 per tonne in the Budget this year.


The NCEF corpus has swelled to `10,127 crore by March, 2014 and with the doubling of cess, it is expected to grow by another `6,800 crore during the current financial year.


 While coal-bearing States, including Odisha, West Bengal, Chhattisgarh and Jharkhand have been making significant contribution to NCEF, major beneficiaries of the fund are western States.


The Centre has been generously assisting Gujarat, Rajasthan and Maharashtra to facilitate generation of solar energy in a big way, official sources said.


  “The State has a long list of projects which are in urgent need of funds. Any amount of assistance from NCEF will be of great help to implement the project in time and meet the green energy obligation,” said Minister of State for Energy Pranab Prakash Das.


As per the renewable purchase obligation (RPO) of Odisha Electricity Regulatory Commission, the State utilities have to buy or generate at least 5 per cent green power.


 The State has targeted to instal capacity of 350 MW from solar, wind and bio-mass sources during the 12th Plan period.


The renewable energy potential in the State has been assessed at about 16,000 MW by Odisha Renewable Energy Development Agency (OREDA).


 Situated in a temperate zone, having considerable sunshine round the year, the long sea cost with fair wind velocity and the vast mountain range with small fountains, the State is a promising destination for generation of green energy. This can be converted into reality, if the Centre paid due attention to the State, Das said.


 As the Union Finance Ministry is managing NCEF, the Ministry and New and Renewable Energy (MNRE) has little say over fund distribution.


Even though NCEF is flush with money, MNRE is reported to have received about `500 crore till July 2014 and has utilised only `1.6 crore in the last three years.


The Energy Minister said he will raise the issue during the next conference of the State Power Ministers scheduled on September 9 in New Delhi.

OCI Solar Power adding 145MW of PV power to Texas energy mix




PV developer OCI Solar Power is making progress on a number of solar projects that will add 145MW of solar power to Texas’ energy mix this year.


Once all three projects are completed, they will produce enough energy to power 25,000 homes on an annual basis.


Tony Dorazio, president and CEO of OCI Solar Power, said: “The progress we’re making with the opening and construction of new projects means more than half of our Texas projects are now complete or underway. This also means the number of solar jobs in the state is increasing.”


OCI Solar Power recently completed the Alamo 4 project in Brackettville, Texas, which will generate 39MW of energy for San Antonio utility CPS Energy. The plant – OCI Solar Power’s first Texas PV facility built outside of the San Antonio metropolitan area – is comprised of 150,000 solar panels and covers around 242 hectares of land.


With the Alamo 4 project now operational, work has commenced on both the Alamo 3 project in San Antonio and the Alamo 5 facility in Uvalde, Texas. The 5.5 MW Alamo 3 will be the first Alamo project to be built with locally made solar panels from Mission Solar Energy.


At 100MW, Alamo 5 is set to be OCI Solar Power’s largest PV project. The facility, expected to be completed in 2016, will cover 404 hectares of land.

Duke Expands Texas Wind Farm Arsenal With 110-MW Project


Law360, New York (September 03, 2014, 2:55 PM ET) — Duke Energy Corp.’s renewable energy arm said Wednesday that it will build a fifth wind farm in southern Texas that will generate 110 megawatts of electricity, the utility giant’s 10th clean energy project in the Lone Star State.


Duke Energy Renewables said it will build, own and operate the Los Vientos V Windpower Project, sited approximately 100 miles west of Brownsville, Texas. The company said it’s inked 25-year power purchase agreements with Texas municipal utilities Garland Power & Light, Greenville Electric Utility System and Bryan Texas…

Japan Looks to Increase its Renewable Energy Target

While Australia is looking to scale back its renewable energy efforts, Japan is looking to expand its own quite dramatically.


Japan’s environmental minister Nobuteru Ishihara was quoted as saying 30% of Japan’s energy should come from renewable sources. This is a 10% increase from the target Japan laid out in 2010 of having 20% of all energy be renewable by 2030.


The plan is part of a long-running effort to change the country’s energy profile in the wake of the Fukushima nuclear power plant disaster in March of 2011. At last year’s UN Summit in Warsaw, Poland, the Japanese government reneged on its commitment to reducing greenhouse gas emissions by 2020. It argued that to meet its goals would be impossible because of the disaster.


Since then, however, the government has made more attempts to go green, becoming a leader in renewable energy in the Asia-Pacific region. Large clean energy subsidies have driven solar investment in the country as well, making them one of the sunniest in the world.


Beyond the environmental issue, Ishihara believes that driving clean energy production would help foster jobs and economic growth in regions of the country that are severely lacking. Some also believe that the focus could lead to partnerships with other countries in the region, such as Korea and the U.S.


The ramping up of the target could also lead investors leaving Australia as they look to scale back their RET to look toward Japan, as the country looks as it will present strong investing opportunities in the near future.
